This document outlines the rules for governance of the G0
Collaboration as adopted by general vote in November 1998. It may be
amended by email vote of the Collaboration.

All votes of the Collaboration require a simple majority for passage. The close of email voting periods will be not less than two weeks after the announcement of the vote. Communications by email are acceptable for transmissions required to be "in writing".
The Executive Committee (EC) of the Collaboration is composed of 7 voting members including the experiment Spokesperson who acts as chair. The Project Manager and the Experiment Coordinator are ex-officio, non-voting members of the EC. The Experiment Coordinator acts as secretary. In the event they are unable to attend a meeting, EC members may designate an alternate by communication in writing to the Spokesperson.
The EC must approve all proposed level 3 changes to the experiment as indicated in the G0 Project Management Plan. Referrals from working groups or the Collaboration will be considered by the EC for resolution. Specific agenda items for EC meetings must be submitted to the Spokesperson in advance. The EC can refer issues to the Collaboration for a vote. The EC will coordinate student theses as well as publications and oral presentations.
The Executive Committee was formed in January 1998 by vote of the general collaboration. Members serve for 2 years. A nominating committee chosen by the Spokesperson will propose a slate of new members for an email vote by the Collaboration prior to the end of the present term. Of the 6 members of the EC there must be at least one from each of the countries making a substantial contribution of equipment to the experiment: Canada, France and the U.S. Replacement members chosen for the EC will serve the remainder of the present term.
The process of admission of new members to the collaboration involves three steps. First, a letter must be submitted by the applicant to the Spokesperson for consideration by the Executive Committee of the collaboration. This letter shall outline the members of the group applying for admission, their background experience, the proposed contribution to the experiment, their ongoing funding support and funding support for the activities proposed for the G0 experiment. These letters will be reviewed by the Executive Committee to insure, based on the background information provided, the applicants will be able to make a sufficiently strong contribution to the experiment consistent with the existing set of collaborator responsibilities. If the Executive Committee deems this condition to be met, the application will be passed to the Collaboration for a vote. This vote will be taken after an oral presentation by the applicants of their proposed contributions to the experiment.
